LEADER funding is part of the European Common Agricultural Policy (CAP) and within that comes under the Rural Development programme. The British Government prepares programmes of work and bids for funding under the CAP in each budget cycle.
Within England the Department for Environment Food and Rural Affairs (Defra) is responsible for distributing the funds and is known as The Managing Agent.
Being “government”funds at a local level there needs to be an organisation to oversee the local expenditure and take responsibility for ensuring that funds are distributed according to all the rules set. A small number of Local Action Groups take on this role but the majority use the local authority which is used to this role. For Plain Action Wiltshire Council is the Accountable Body.
Plain Action is a community based organisation responsible for the management and delivery of the grants programme.
